Self-drive in Lome is possible but rarely the right call. Europcar and Avis keep desks at Lome-Tokoin Airport (LFW) and in the city, yet only about a third of Togo's roads are paved, signage is sparse, and traffic mixes fast motorbikes, livestock and unlit hazards. For most visitors a chauffeur-driven hire is far safer and the genuine local norm; reserve a self-drive car only if you have West Africa road experience and stick to surfaced routes around the capital.
